SIB (Social Impact Bond)
A system in which local governments pay performance rewards based on the impact of projects (regardless of profit or non-profit) on national and local government financial expenditures.
Currently, it is being implemented in 80 cases in 20 countries around the world, mainly in Europe and the United States, with a scale of over 30 billion yen.
The Cabinet Office's website also lists examples from all over the country.
PFS is a concept that includes SIBs.
I have been involved in PFS projects, but I think there are still few successful cases.
However, I think the implementation hurdle is relatively low. Civichat could be a target, but it takes a lot of time to consider the scheme and set the results. If an intermediate organization (such as a consultant) is involved, it might be a good idea.
KSLI is doing a lot of work in this area.
We are not particularly working on SIBs at our company, but I am personally very interested in them.
There are more and more cases and success stories in Europe and elsewhere, but there are still few model cases, so I don't know if it will fit in Japan.
I remember that Japan Research Institute was working on something with SMBC.
Personally, about two years ago, when I met with the deputy mayor of Berkeley, California, he asked if we could create a fund to solve regional issues around the world through SIBs using virtual currencies.
At that time, the discussion was about proceeding with a private outsourcing method.

It seems that it is difficult to make a quantitative judgment of the effect, so in this case, it is done with specialists who can evaluate it, such as SIB researchers at Keio SFC and researchers on economic measures for dementia.
